Description of an On-Line Messenger
On-Line Messengers (OLMs) are private businesses contracted to provide driver licensing and vehicle registration services for customers via an online connection with PennDOT. The OLM charges the normal state fee plus a service fee for its service. In many cases, the product can be handed immediately over the counter to the customer.
